Elfreda Massie, Ph.D.

Dr. Elfreda Massie is Director of Education and Workforce Success at the Center for Leadership, Education, Advancement, and Development (LEAD). In this role, she advances initiatives that strengthen leadership pipelines and workforce readiness, leveraging her extensive experience in organizational transformation, instructional leadership, and human capital strategy.

Elfreda has more than 40 years of experience driving systemic change and initiating innovative redesign in diverse education communities. She previously served as Vice President for K–12 Strategy at Class Technologies, a platform built on Zoom that provides interactive tools for virtual teaching and learning. Earlier, she was a Distinguished National Facilitator for the National Center on Education and the Economy (NCEE), where she trained cohorts of school district superintendents and principals through a research-based executive development program focused on instructional leadership.

Throughout her distinguished career, Elfreda has held key leadership roles in public education, including Interim Superintendent and Chief of Staff for the District of Columbia Public Schools, Deputy Superintendent and Director of Professional Development for Baltimore County Public Schools, and Associate Superintendent for Human Resources for Montgomery County Public Schools. She has led comprehensive human resources and talent development programs, overseen complex labor negotiations, and provided executive coaching for leaders in both public and corporate sectors.

Elfreda has also held senior leadership positions at Blackboard, Harcourt Publishers, Global Partnership Schools, The NTI Group (formerly ConnectED), and Knowledge Delivery Systems. She serves on the Board of Reid Temple Christian Academy and has previously served on the boards of the Duke Ellington School of the Arts, See Forever Foundation (Maya Angelou Public Charter Schools), and Boys Town of Washington, D.C. She also served on the Executive Council of New York University’s Metropolitan Center for Urban Education and on the Education Committee of the African American Women’s Advisory Council to the President of Liberia.

Elfreda earned a Ph.D. in Policy, Planning, and Administration from the University of Maryland, a Master’s degree in Counseling from Johns Hopkins University, and a Bachelor’s degree in Education from the University of Pittsburgh. She also holds the Senior Professional in Human Resources (SPHR) certification.
