Taura Smalls

Taura Smalls is a native Washingtonian with a deep commitment to public service and a passion for ensuring equitable access to opportunities for District residents, particularly children and families. She has more than 25 years of legal experience and two decades of service in local and federal government.


Taura currently serves as a Senior Legislative and Regulatory Advisor in the Office of the City Administrator, where she oversees all legislative and regulatory matters affecting the operations and infrastructure of the District of Columbia. In this role, she leads legislative strategy, planning, and coordination across District agencies; reviews and approves agency testimony, legislative proposals, and rulemakings; and serves as a key liaison to D.C. Councilmembers and their staff. She directs intergovernmental collaboration for Council hearings, budgets, and special projects. Her portfolio includes oversight of legislative and regulatory issues for agencies, including the Departments of Transportation, Energy, and the Environment, Public Works, Motor Vehicles, Human Resources, and General Services, as well as technology, procurement, risk management, and utilities.


Previously, Taura served as a Senior Legislative Advisor for the D.C. Deputy Mayor of Operations and Infrastructure and a Legislative Affairs Specialist at the D.C. Department of Housing and Community Development. Earlier in her career, she worked as an Investigator and Regional Coordinator for the U.S. Department of Labor and as a Senior Tax Consultant with Deloitte & Touche, LLP.

Taura earned a B.A. in Political Science from the University of Pennsylvania, a J.D. from American University Washington College of Law, and an LL.M. in Taxation from Georgetown University Law Center. She is a proud Ward 5 resident.
